Yes they did. They did it 1984 and in the recent years coming up to the 30th year anniversary and following years since they have been doing it http://timesofindia.indiatimes.com/articleshow/36154854.cms .
Shiv sena and brahmin sena and other hindu punjabi extremist groups were the ones out killing innocent Sikhs and other punjabi's in 1980s and 1990s in punjab in order to create the pretext and environment for operation blue star. It was easy to dress up as a Sikh all you need is to grow a beard as keshdhari hindus did and wear a turban. And if we look back in history the turbanned keshdhari punjabi hindus who were part of the Sikh empire government (dogra's and others) have been historical proven to be actively trying to destroy it within.
Further more BJP members and other hindu nationalists in punjab were performing prayers at mandirs for indian army soldiers during and after operation blue star and many celebrated by handing out indian sweets rubbing salt into the wounds of already victimised Sikh minority. This is what enraged the Sikh community aboard who saw how hindu punjabi's were complicit in calling for the army action and rejoicing at the attack on heart of Sikhism and so Sikhs in england and elsewhere distributed indian sweets after 2 brave Sikh lions took out the evil monster indira gandhi.
"Many Sikhs have begun to allege that Hindu Shiv Sena men are disguising as Sikhs and are out killing people, if only to malign Sikhs. Instead of making Sikhs and Hindus come together against violence, these Hindu leaders are fanning communalism. " - The Spokesman 21st April 1986
